Gavino R. Veloso was admitted  to  the  Philippine  Bar   on  September  24, 1921.   He became CCC President from 1947 to 1950, which were the  crucial years  for rebuilding Cebu’s economy after the war years from 1942 to 1945 and  liberation up  to  the granting  of  Philippine independence  on July 4, 1946. 

As President, Gavino R. Veloso made  it  CCC’s priority to  assist  members  and former members  on   legal  matters   relating  to  re-titling  of  land  and  filing  of  claims on  properties including   business   establishments  lost,  destroyed  and   damaged    during  the  war  years, re-registering  of old businesses, as well as applying for permits for operating new ones.
