President Sage came at a time when Cebu was experiencing the spread of venereal disease and other communicable diseases. CCC endorsed a resolution called on the local police force and the Cebu Sanitary Division to work together to stem the spread of those diseases (Progress editorial of 8 May 1930). That call apparently ignored, the CCC then addressed the Cebu Medical Society for help and endorsed a proposal to construct a separate building to isolate people infected with communicable diseases (Progress editorial of 3 September 1930).
